Welcome email for wordpress subscribers present before mailpoet was installed

I completely understand that bulk confirmation mails are a no from a spam perspective. But it creates a problem when mailpoet is added to an already active site.
New members get welcome mail, but there is no such option to send to old members. Sending confirmation mail to old users (700+) is tedious. Yes, a pop-up subscription helps, but there should be a way to communicate to already old subscribers that a new mail service for newsletter is on offer. They can then decide to opt in or not.
It may be an onetime possibility. It can even be a fixed text notice, that ensures that no spammy stuff is included. But I have been scratching head to send mail to my 700+ wordpress subscribers to tell them that monthly and weekly newsletters are now available for society members.

Can’t you send a normal newsletter to all existing users and inform them about the new service? You could even (a) provide an unsubscribe link in that mail to let them opt-out or (b) direct them to an subscription form where they can opt-in to any list you offer.
In my opinion that’s possible already

Philipp Stracker: No! As far as I understand, it cannot be done. You can not send newsletter to WordPress users who have not subscribed. You have to send a confirmation mail individually! No bulk send allowed. That's the problem . . Unless, I am missing something.

Koushik Sinha Deb: Yes, it's possible: Go to wp-admin > MailPoet and create a new E-Mail. Type is Newsletter (that's important!). Next, write the email and on the last page select the list "WordPress Users"

Philipp Stracker: Thank you for the quick reply. But the problem I am facing, requires a better documentation, I guess.
I have 557 unverified WordPress subscribers. The rest 102 have subscribed through either the pop-up or have created account after mail-poet was installed. I cannot bulk-send the 557 preexisting members a link to subscribe to mail services. The only way to do it is by individually re-sending verification mail, which is tedious when the number is so high. Look into the attached images please. I will be obliged if you or someone can guide me if I am missing something or how to solve this problem.
