Allow duplicate welcome e-mails

I have the same problem as described here: https://wordpress.org/support/topic/second-subscription-no-welcome-mail/
I use free downloads as incentives for newsletter signups. I provide those download links in the welcome e-mail instead of the subcribers' confirmation page, so subscribers have to make sure they actually receive my e-mails.
Now sometimes people forget that they're already subscribed. If they subscribe again they're guided through the confirmation process without any indication that they're already subscribed - but don't get the welcome e-mail again. They don't even get the welcome message again when they unsubscribe first and then re-subscribe. I've actually been accused of fraud by angry (re-)subscribers.
Could this be fixed please, to allow duplicate welcome e-mails at least as an option?

Great, thank you! So far I've only used the welcome e-mail feature, but I'll change to the new automation then.

Undine de Rivière since version 4.8.0, Automation can be configured to run multiple times for the same subscribers. See the "Run this automation only once per subscriber" toggle. This way, you can send a welcome email even when someone resubscribes. However, this only works if the user unsubscribes from the list.
If the user subscribes through a form (and receives a welcome email) and then submits the same form, they won't receive the same welcome email again, because their status hasn't changed. This is also to prevent spamming just by submitting a form constantly.

Interesting. My problem is that people keep getting welcome emails (well, opt in emails) even though they were already subscribed. I hate that!
